Job Description Summary
Reporting to Site Senior Facilities Manager and collaborating with Regional Teams as well as Regional Engineering/Project/EHS organization to keep the reliability of facilities operations. The Engineering Manager will ensure successful Engineering and Project delivery to the client at Beijing site.
As an Engineering Manager, maintaining high-quality facilities operations is your top priority. You're in charge of reviewing the planned preventive maintenance programs, as well as ensuring that service standards are aligned and maintained with regional operations procedures to ensure highest standards delivered and best practices implemented. You will provide comprehensive engineering, critical environment management and technical services to client, with a focus on continuous improvement and risk management.
Tracking project effectiveness. You'll be involved in site small project review, execution and information documentation. You'll keep track of the M&E portions of all project proposals and participate in the technical aspects of the M&E portion of any project's bidding process. It is also your job to keep project information together for future use.
Duties and responsibilities:
Client/Stakeholder Management
- Manage the key clients effectively to ensure that expected service levels
are achieved.
- Coordinate with stakeholders to ensure smooth delivery of programs and procedures.
EHS
- Enforce a zero tolerance to unsafe working practices to target a goal zero ITS rate.
- Responsibility for the management of engineering works, controlled under the EHS assessment system, and ensuring the system is in place at site.
- Responsible for implementing and managing EHS.
- Implement Regional EHS strategic objectives and goals.
Site Operations
- Responsible for site facilities system operation.
- Establish Engineering & Operational procedures and roll out for site staff.
- Ensure compliance with all governmental regulations.
- Ensure compliance with JLL CEM & AIDE audit standards.
- Monitor and maintain facility operations, including Electrical system, HVAC system, Security system, Plumbing system, Fire service system, etc.
- Manage all outsourced facility contractors, ensure on time implementation of proactive maintenance and timely corrective maintenance.
- Manage on-site technician team; ensure their performance is compliance with the SOP and requirements.
- Establish and maintain positive relationships with client and landlord. Coordinate with Landlord on their M&E provisions to client.
- Provide professional technical solution or services for technical issues.
- Responsible for efficient planning, design, scheduling, tendering, implementation, and completion of all assigned projects.
- General construction support.
- Engage in the compilation and delivery the appropriate reporting related to facility systems to client.
- 24/7 emergency call support and site attendance required.
- Extensive knowledge on HVAC, UPS, power distribution, environmental monitoring and critical services.
- Develop and implement innovation programs and processes that reduce utility costs.
- Continuous optimization of processes, tools and documentation.
- Achieve Key Performance Indicators and Service Level Agreement targets.
- Other tasks assigned by site manager.
What You'll Need To Succeed
- Minimum of 10 years of relevant engineering management experience
- Technically qualified professional to maintain effective operations
- Analytical skills / Systematic approach
- Proven Project methodology approach
- Ability to interact with internal and external teams.
- Excellent in problem solving and has a high attention to critical details and proactive approach
- Excellent interpersonal skills and ability to work under own initiative.
- Flexible approach to working hours and available for 24 hours emergency calls.
