Main Responsibility:

  • Join in CONCEPT, Pre-FEED, FEED or EPC project, to integrate and apply knowledge from different disciplines to solve complex problem or create new insights in the field of Technical Safety including Formal Safety Assessment (various safety studies).
  • Provide safety studies e.g. FERA training for technical safety team, sharing the project experience and acknowledge.
  • Accountable for Technical Safety and Loss Prevention design, implementation, and Technical Authority approval of philosophies, specifications, drawings etc. to ensure that risks including Major Accident Hazards are identified, assessed and mitigated to a level that is ALARP through various FSA and Asset Integrity such that the facility is safe to operate;
  • Demonstrating robustness of SECE to mitigate major accident incidents to regulatory body for Safety Case regime through WSE verification activities on PS; and MOC endorsement on operating fleets for following offshore installations

Requirements:

  • Bachelor Degree, Master degree or equivalent in a technical area, e.g., safety engineering, chemical engineering, or mechanical engineering
  • More than 20 years' experience in chemical or process safety, preferably with foreign company working experience.
  • Familiar in applying offshore and marine industry including classification society rules and regulations, codes, practices, and in depth knowledge in international standards such as API, IEC, IMO, ISO, NFPA, NORSOK, IGC, SOLAS, LSA etc. and identifying gaps and lacking and capable in proposing improvement.
  • Capable in managing and facilitating major technical issue discussion, providing superior view in solving technical deviation and make correct judgment and decision.
  • Great experience and unique knowledgeable in various Technical Safety and Loss Prevention calculation and design including Formal Safety Assessment (Such as HAZID/ENVID, HAZOP, SIL classification, SIL verification, SIF Safety Requirement Specification (SRS), Fire and Explosion Risk Analysis (FERA), Cryogenic risk analysis (CRA), Smoke and Gas Dispersion Analysis (SGDA), Exhaust Thermal and Gas Dispersion Analysis, Dropped Object Study, Emergency System Survivability Analysis (ESSA), Temporary Refuge Integrity Analysis (TRIA), Non-Flammable Hazards Analysis (NFHA), Transport Risk Analysis, Structural Response/Redundancy Analysis, Pressure Vessel Survivability Analysis with PFP and CSP Quantification, ALARP Demonstration, Quantitative Risk Assessment (QRA), Noise and Vibration Study, Fire and Gas Mapping, RAM study, FMEA, HFE (Human Factor Engineering), Ship Collision Study, DAL specification, Design/Operational Performance Standards for SCE, Safety Case).
  • Capable in teaching and guiding Senior Engineer and Engineer in performing Technical Safety and Loss Prevention related design, calculation and analysis, such as Leak Frequency Calculation, PHAST, Flare Radiation Calculation and Flameout Dispersion, Firewater Network Hydraulic Analysis, Firewater Network Transient Analysis.
  • Familiar in Hazardous Area Classification, Fire Zone Layout, Functional Safety Management and Assessment.
