The job holder shall be responsible for:

  • Developing and implementing annual and long-term management strategy and operation planning for facility hard service at Conghua Racecourse ("CRC") and Conghua Equine Transfer Station (CETS).
  • Leading the facility hardware services team in meeting customer-centric needs by providing comprehensive facility services operation support and ensuring the safe daily operation of all facilities.
  • Continuously operational resilience enhancement, develop the organization capability, operation model, and processes to prepare for a world-class race meeting in 2026.

The Job

  • Follow the instructions by Deputy Executive Manager, Technical Services and Facilities Management, develop and implement annual and long-term management strategies and plans to align with CRC BAU operational needs and support Grandstand race day and non-race day operational needs
  • Regularly review and update the Service Level Agreement (SLA) with stakeholders, ensuring all the technical services outlined in the SLA are being fulfilled.
  • Formulate and implement preventive and corrective maintenance programs to make sure the facilities are engineered to the highest reliability standards.
  • Plan and conduct fault diagnosis on regular basis for buildings & equipment so that remedial action can be taken immediately and effectively to ensure that the business operations are not critically affected.
  • Lead the team to ensure the 24*7 daily operations in CRC and CETS are safe, reliable and efficient in accordance with the statutory requirements. Monitoring and ensuring all electrical and mechanical systems are operating at their parameters reliably, including but not limited to heating, ventilation and air-conditioning systems, power and lighting systems, generators, UPS systems, fire alarm systems, fire protection and suppression systems, electrical distribution, cabling structure, control and monitoring systems, plumbing & drainage systems etc. in meeting all users' requirements.
  • Lead the CRC FM Hard Service team in collaboration with the GS FM team to ensure that daily operations at the CRC Grandstand are conducted safely, reliably, and efficiently in accordance with the agreed Service Level Agreements (SLAs) and evolving business requirements. The service includes, but are not limited to, manage Building Management Systems (BMS), civil works (fit-out management excluded), 24/7 shift operations, plumbing and drainage systems, electrical maintenance, and fire system upkeep to meet user needs effectively.
  • Develop and refine the emergency response schemes for all facilities, set up the emergency response team to repair and restore facilities in various cases promptly. Analyse and report the malfunctions or failure cause to management and offer prevention solution, implement the correction action till the issue closed.
  • Pay attention to industry new technology trends, through data collection and analysis to assess and identify various innovative solutions, introduce and make use of latest technology to resolve shortfall and work on continuous improvements while complying with all statutory codes, regulations and licensing requirements.
  • Support OSH (Occupational Safety and Health) management system development base on professional insight and best practice, build up performance and quality management system to monitor all vendors and contractors, conduct regular review to ensure SLA are met in an effective way, complying with relevant statutory codes, regulations and licensing requirements.
  • Prepare annual operation, maintenance and capital works replacement budget, ensure efficient budget utilization and expenses are maintained within budgets.
  • Assess and review team's competencies, manage staff performance and identify training needs based on a comprehensive needs analysis to build organizational capabilities to meet the organization business needs. Identify external and internal talents, develop succession plans to build strong talent pipeline, develop and mentor talents in accordance with Club-wide objective to ensure business continuity and skills transfer.

About You

  • Three years' relevant experience

  • Fluent in English, Cantonese and Mandarin proficiency is an advantage

  • Bachelor degree or above, major in Electrical Engineering, Mechanical Engineering, Building Services Engineering, Facilities Management, or related disciplines.
  • 15 years' experience in the related technical and facilities management fields with at least 7 years in managerial level.
  • In-depth knowledge of various equipment, strong capability in fault diagnosis and issue resolution.
  • With a solid track record in maintenance management, multi-disciplinary, cross-divisional teams on large-scale facilities operations.
  • Outstanding technical skills and experience in managing complex building operations, maintenance and assets upkeep.
  • A dependable leader with proven business acumen, enthusiasm and can-do attitude, able to work independently and drive change.
  • Strong people leadership in build, develop and motivate a large size team.
  • Strong analytical, problem-solving, facilitation, negotiation and presentation skills.
  • Ability to establish and maintain effective relationships and communications with key stakeholders.
  • Proficient in English
  • Cantonese speaking preferred

Terms of employment

The level of appointment will be commensurate with qualifications and experience.
