The role

  • Develop and implement schemes for the professional growth of project managers and technical teams engaged in new construction projects and major modifications.
  • Establish a structured mentoring system, tools, and networks within the Greater China region, providing guidance to surveyors working in new construction activities; monitor and report on system effectiveness.
  • Identify training needs and create delivery plans for project management and technical training within the region; deliver training in areas aligned with personal expertise.
  • Provide technical oversight and governance of the new construction process, including:
  • Identifying high-risk projects and defining risk metrics.
  • Developing and executing technical audit plans based on risk assessment and feedback.
  • Monitoring outcomes from internal and external audits and ensuring corrective measures are implemented.
  • Conducting regular patrols and audits to monitor quality and integrity of work performed.
  • Act as a subject matter expert on ship new construction, offering escalation routes to global SMEs; develop and manage processes to ensure issues are resolved effectively with shipyards, surveyors, and clients.
  • Establish follow-up plans for specific issues in the area of responsibility, including:
  • Client and shipyard complaints.
  • Audit corrective actions.
  • Analyse and interpret performance trends based on established metrics, using insights to drive continuous improvement.
  • Plan and deliver focused campaigns and quality initiatives to enhance performance and service delivery.
  • Oversee the Shipyard Gap Analysis programme for new yards, renewals, and follow-up activities.
  • Provide independent, impartial technical advice within the area of expertise.

What You Bring

  • A degree (or equivalent) from a recognised tertiary institution in naval architecture, engineering, or physical sciences (minimum two-year programme), or qualifications from a marine/nautical institution with relevant sea-going experience.
  • In-depth expertise in marine propulsion systems, including diesel engines, turbines, and electrical power generation.
  • Extensive experience in Marine New Construction projects in China, across a wide variety of newbuilding projects.
  • Proven ability to engage with international clients at senior levels, successfully resolving complex issues and challenges.
  • Substantial experience and knowledge of classification and statutory new construction surveys, reports, and certification, ideally gained as a Class Surveyor, Flag/Port State Inspector, Ship Superintendent, or sea-going Engineer/Officer.
  • Strong communication and presentation skills, capable of effectively conveying complex technical findings to both technical and non-technical stakeholders.
  • Membership of an appropriate professional institution and recognition as a Chartered or Incorporated Engineer.
  • Proficiency in English, both written and spoken, at a professional level.
  • Demonstrable understanding of project management processes, supported by experience and training.
  • Comprehensive knowledge of marine classification and statutory certification, with hands-on experience across a variety of ship types.
  • Detailed understanding of marine classification processes and procedures.
