DPI Regulations Expert

Key Responsibilities:

  • Lead the development of Digital Public Infrastructure (DPI) proposals that are technically robust, financially sound, and institutionally anchored, ensuring alignment with funder requirements and principles of openness, inclusion, and sustainability.
  • Ensure regulatory and policy alignment by incorporating relevant national laws, policies, and institutional frameworks—such as those governing digital identity, data protection, cybersecurity, digital financial services, and cross-border data exchange—while integrating appropriate risk mitigation strategies.
  • Incorporate applicable international and regional standards and best practices to support the design of scalable, interoperable, and secure DPI systems that meet global expectations for trust, rights, and governance.
  • Conduct regulatory and institutional assessments and engage key stakeholders to inform proposal development, while working collaboratively with technical, financial, and policy experts to ensure coherence and feasibility across all dimensions of the proposed DPI ecosystem.

Qualifications Of Expert
Education/training (section 2.4.1 of the assessment grid): University degree ('Master's or German Diploma') in Law, ICT Policy, Public Policy, Digital Governance, or related fields

Language (section 2.4.2 of the assessment grid): Knowledge of English (5 out of a possible 10 points) and French C1-level (5 out of a possible 10 points) in the Common European Framework of Reference for Languages

General professional experience (section 2.4.3 of the assessment grid): At least 8–10 years of experience in regulatory design, digital policy advisory, or legal frameworks for digital transformation

Specific professional experience (section 2.4.4 of the assessment grid): 5 years professional experience large scale national or regional DPI implementation or its components—Digital ID, digital payments and data exchange

Leadership/management experience (section 2.4.5 of the assessment grid): – Not applicable –

International professional experience outside the country/region of assignment (section 2.4.6 of the assessment grid): 5 years of professional experience outside of Sub-Sahara Africa

Professional experience in the country/ region of assignment of the assessment grid): 5 years of professional experience in Sub-Sahara Africa (in accordance with UN DESA Statistics Division)

Experience in the field of development cooperation (section 2.4.8 of the assessment grid): 3 years of experience in development cooperation projects
