Responsibilities:
Team Leadership & Management
- Lead, motivate, and manage the national policy research team, including researchers and analysts.
- Be responsible for team workload allocation, task prioritization, daily supervision, and performance management.
- Enhance team members' capabilities in policy analysis, research methods, and strategic communication through mentorship and training, ensuring the team maintains high quality and efficiency under tight deadlines.
Strategic Research Oversight & Knowledge Assurance
- Oversee the team's in-depth analysis of designated policy processes and key issues and be accountable for the quality of the final outputs.
- Establish and uphold quality standards, methodologies, and ethical guidelines for the team's research activities.
- Review and approve policy briefs, reports, and working papers produced by the team, ensuring their accuracy, insightfulness, and impact.
Government Affairs & Advocacy Strategy Integration
- Translate the team's research findings into actionable strategic recommendations, directly informing the organization's senior level advocacy plans and government relations strategies.
- Serve as a policy expert for the organization, participating in high-level meetings with government officials, legislators, and multilateral institutions alongside senior management.
Cross-Departmental Collaboration & Representation
- Act as the key interface for the policy research team, collaborating closely with department heads from Programs, Communications, Fundraising, etc., to ensure policy perspectives are integrated across all aspects of the organization's work.
- Representing the organization at external meetings, seminars, and public events, presenting our research findings and policy positions.
Qualifications:
- Master's or PhD in Public Policy, Political Science, International Relations, Economics, Law, or a related field.
- Minimum of 5 years of progressive experience in government affairs, policy research, political analysis, or a related field, including at least 2 years of team leadership or project management experience.
- Proven team management capabilities, including workload allocation, performance feedback, and staff development.
- Outstanding policy research and analytical skills, and the ability to transform complex information into clear, persuasive strategic documents.
- Excellent written and verbal communication skills in both Chinese and English, with the ability to interact effectively with senior internal and external stakeholders.
Preferred Qualifications:
- Experience leading research teams within international organizations, non-profit institutions, or multilateral institutions (e.g., United Nations, World Bank).
