JOB DIMENSIONS

  • To assist and support the Commissioning Site Head coordinating the WHP EPCIC 11 Contractors activities linked to the Construction, Pre-Commissioning and Commissioning of the new 9 (nine) Satellite Well Head Platforms (WHP) integrated and link to Riser Platform in both preparation and execution phases at QMW in Qingdao Eastern China for Onshore and at ALS Field for Offshore.

The job holder is responsible for the following activities:

  • To witness and/or verify all Instrumentation/ICSS system and Package completion activities performed by the Construction Contractor including approval of punch lists.
  • To supervise all Instrumentation/ICSS Pre-commissioning, commissioning and start-up activities for assigned sub-systems. This includes preparatory activities, coordinating resources (technicians, equipment, other departments), expediting documentation (Handover dossiers), attending walkdowns from construction to commissioning and from commissioning to operations and formally agreeing and categorizing punch-list items.
  • To assist and control the vendor support required for the assigned systems.
  • To Lead discipline supervisor(s) and to follow closely the commissioning of systems/subsystems assigned in accordance with the commissioning procedures and commissioning and start-up schedule, coordinating the various disciplines, and ensuring all disciplines reach assigned targets as per system completion schedule.
  • To compile relevant documentation to support handover and acceptance of systems to Operations.
  • To ensure that the content of the dossiers is accurate and complete before they are accepted from construction, commissioning and before approval by operations department.
  • To assess satisfactory works responsibilities and job function in a safe and timely manner.
  • To comply with company standards, rules and regulations
  • Adhere to and effectively communicate Project HSE WORKSITE(S) instructions and policies.
  • Proactively intervene where HSE deficiencies are identified and report them to HSE department

ACTIVITIES
EPCIC PREPARATION PHASE

  • Ensure proper implementation of all pre-commissioning / commissioning disciplines requirement according to the CONTRACT.
  • Review the preparation of pre-commissioning/commissioning procedures (write the procedure if necessary, in order to respect the planning and achieve the milestones in due time) and reporting tools prepared by contractors (such as but not limited to: including technical database, planning, punch lists control and follow-up of the disciplines concerned)
  • Promote safety within the commissioning activities and verifies that safety procedures are implemented and follow by CONTRACTOR and COMPANY.
  • Ensure ICAPS data base population
  • Maximize onshore commissioning and minimize lost time due to interfaces.
  • Coordinate with other project entities / disciplines /existing facilities.
  • Ensure that the lists of pre-commissioning and commissioning procedures are fully comprehensive, including operational test procedures.
  • Ensure that the Instrumentation/ICSS pre-commissioning and commissioning spare parts, consumables equipment, special tools, etc are sufficient and available in time
  • Ensure ICSS/ Instrumentation equipment preservation strategy and procedure

EPCIC COMMISSIONING EXECUTION PHASE

  • Follow the contractor s Instrumentation/ICSS commissioning activities using the OPERCOM Methodology and ICAPS (Integrated Commissioning And Progress System) software.
  • Follow the execution of Instrumentation/ICSS commissioning activities to achieve commissioning schedule completion target.
  • Perform the reporting of commissioning execution to ensure that all technical, contractual information are properly recorded, collected and available for inspection/reference as required by law regulations and COMPANY policies.
  • Control and follow-up on red line mark-up drawings.
  • Ensure proper Punch Item entry and closure
  • Elaborate/Support ICSS mod packs
  • Technical support to ICSS/ Instrumentation discipline and Contractor
  • Control and follow-up on Vendors commissioning scope of work activities such as: SAT, OTPs, documents update, Closing of Punch list, reporting
  • Supervise energization of ICSS systems ensuring safety protocols are strictly followed.
  • Ensure instrument and control system status and reporting and maintain accurate records of commissioning progress and issues.
  • Review and approve commissioning dossiers, test reports, and red-line markups.
  • Prepare daily, weekly, and final commissioning reports.
  • Ensure all commissioning activities are conducted in accordance with HSE policies and permit-to work systems.
  • Participate in risk assessments and method statement reviews.
  • Lead instrument and control system safety awareness and toolbox talks.
  • Coordinate with multi-discipline commissioning leads to ensure integrated system commissioning
  • Follow instrument equipment and controls system preservation
  • Leading commissioning spare parts and special tools handover process to FOPS team.

Qualifications & Experience Required

  • Qualification: Bachelor of Science (BSc) degree or equivalent in engineering,
  • Experience: At least 10 years experience in the offshore oil & gas industry with minimum 5 years experience in a lead Commissioning role,
  • Proven track record of leadership and problem resolution.
  • Strong interpersonal and good communication skills,
  • Competent in ATEX environment
  • Experienced with NOC Standards (Total General Specifications), OPERCOM and ICAPS, PRODOM/MANASA DCC Database and relevant codes and standards,
  • Language: Fluent English,
  • Computer literate,
  • Ability to work on projects in a complex and multicultural environment,
  • H2S OPITO and T-BOSIET trainings.
