- Internationally recognized qualifications academic qualification in Technical Engineering Diploma / Bachelor in Electrical instrumentation technology, or a related field is preferred.
- Willingness to travel internationally and relocated to work sites including offshore.
- Be able to work independently with little supervision but strong sense of responsibility.
- Must be able to communicate and demonstrate effective working relations with other key project team members and Contractors.
- Must have the ability to comply with specific project responsibilities and have the ability to effectively co-ordinate the efforts of assigned personnel.
- Requires the ability to resolve the conflicting interests of the Company and Suppliers with the satisfaction.
- Be proactive, initiative and flexible.
- A good command of English and Mandarin, both verbal and written.
Position Recommended Qualifications, Experience & Skills
- Minimum of 12 years of oil & gas experience of which 6 years must be a QC E&I Inspector / Supervisor position or similar roles.
- Project and operational experience in a similar role with an Oil and gas Operator an advantage.
- Valid internationally recognized inspection certificate (i.e IECEx, NEC, IEEE etc).
- Relevant certifications in electrical and instrumentation inspection or supervision are advantageous.
- Multi-discipline inspector preferred (coating or welding inspection). Having Welding Inspector, NDE Certification, or Coating Inspector certification is an advantage.
- Extensive experience of implementing QAQC culture according to Project QAQC philosophy, strategies and procedures on site.
- Extensive project experience in Fabrication of MEG Module Mechanical Completion and Pre-Commissioning.
- Robust understanding of site inspection activity, fabrication work process and non-conformity process.
- You must be able to demonstrate a thorough knowledge of best practices, solid industry codes and standards background.
- Practical experience and knowledge of national and international manufacturing codes and specifications relevant to our industry (ISO, IEC, API, ATEX, EEMUA, DNV and etc.).
- Working experience in an international Company based at China fabrication yard is an advantage.

- Carry out Inspection at each stage as indicated on ITPs and ensure the quality of inspected items meets project requirements and standards.
- Monitor and control implementation of approved plans, Surveillance plans, and Inspection and Test Plans (ITPs).
- Conduct thorough inspections of electrical and instrumentation installations, including control cabinets, wiring, terminations, cable routing, and tray installations, to ensure compliance with engineering specifications and industry standards.
- Perform tests such as continuity, insulation resistance, and functional tests to verify system integrity and performance.
- Ensure all E&I activities are executed safely, adhering to company health, safety, and environmental policies, procedures, rules, regulations, and certification requirements.
- Review relevant Contractor's and suppliers' ITPs and procedures.
- Ensure Inspection documents / reports were endorsed by all parties and up to date.
- Conduct daily surveillance and ensure work is inspected by the contractor's QC team.
- Inspection, review of material certificates, material receiving verification and storage preservation.
- Ensure inspection and test equipment is serviceable, within calibration periods, and that personnel are knowledgeable in its use.
- Verify materials are used in the same order in which they are delivered, ensuring the order of consumption is first-in-first-out.
- Continuous monitoring of traceability of product and fabrication activity at site.
- Provide assistance to the Site Lead, QAQC Lead in planning and coordinating the inspection and construction progress.
- Ensure that Quality Management principles are understood and implemented within all areas of project procurement activities.
- Assist in the implementation and maintenance of project and corporate Quality Management Systems.
- Monitor Contractors QAQC KPIs against the project plan and prepare / submit weekly and monthly progress reports on installation related matters.
- Provide technical support, propose solutions to discipline issues, and ensure supervision of daily activities.
- Submit regular activity reports, provide input for daily reports, and ensure confidentiality of documentation.
- Assist in audits of Contractor execution and performance in the areas of Site locations ensuring that work is performed in compliance with Company and identified QAQC standards and requirements.
- Undertake shop surveys and participate in the appraisal of proposed suppliers.
- Ensure manufacturers instructions and manual are followed while handling and storing equipment at the site.
- Ensure any identification marks or tags are identified and traceable.
- Ensure equipment and materials are stored separately based on type.
- Ensure equipment insulation is as per the equipment data sheet.
- Verify heat-traced piping/equipment are released prior to the application of insulation.
- Ensure electrical and materials are clean, dry, and free from grease, dirt, loose rust, and scale.
- Check for any damages and defects upon completion of each stage of E&I works.
- Address and report any anomalies or issue of Non‐Conformance Report (NCR) to items found not compliant and to Contractor / Subcontractor / Vendor for appropriate disposition.
- Assist with Non-conformity Investigation and Trouble shooting at company and coordinate with Contractor/Subcontractor.
- Communicate lessons learned from Quality issue to the remaining part of the organization and make recommendations to prevent recurrence.
- Review and complete Contractor/Subcontractor/Vendors Final Documents (MDB, MRB and Fabrication Records).Prepare Punch List during the final stage of mechanical completion and submit it to the concerned units for corrective actions.
