Job Objective
The HR COO Team is responsible for supporting the execution of the HR strategic agenda, facilitating cross-functional collaboration, ensuring operational effectiveness, and supporting the work of various HR teams within DBS Bank in China in communication, culture, employee experience, etc.. This includes assisting in driving Diversity, Equity & Inclusion (DEI) and Employer of Choice initiatives, and contributing to the high performance of the HR COO team. This role requires a solid understanding of HR best practices, the Chinese business context, and effective change management. This role acts as a key support figure within the team, providing tools, insights, and coordination, and proactively driving various initiatives.

Responsibilities
Key responsibilities of the role include, but are not limited to, the following:

  • Strategic Support and Planning Execution:
  • Assist the HR COO in developing and executing the China HR scorecard, ensuring alignment with both the overall China business strategy and the DBS Group HR strategy.
  • Support the management of the China HR department's budget and vendor contract management.
  • Participate in the development and scoring of KPIs related to Business Units and Support Units
  • Operational Support:
  • Assist in driving, coordinating, and resolving HR-related activities, initiatives, and outstanding issues.

Data And Model Support

  • Cooperate with the Group HR Data Science team/group transformation to promote data-related projects and the rollout of models in China.
  • Facilitate the implementation of AI-related activities and use cases
  • Driving conversation/ initiatives to diagnose, provide feedback, educate, and improve data accuracy to reduce manual data patching
  • Communications and Employer Value Proposition:
  • Partner with the Group HR COO team and China teams (HR and non-HR) to implement group initiatives in China.
  • Provide support for national initiatives, including communication support, advice, and assistance.
  • Diversity, Equity & Inclusion (DEI) and Employer of Choice Initiatives:
  • Work closely with the Group HR COO to develop and implement employee communication strategies.
  • Drive activities to position DBS China as a Preferred Employer of Choice, aiming to achieve national-level employer awards
  • Connecting HR:
  • Assist in planning, driving, and executing HR team activities, including but not limited to town halls, staff engagement activities, and team-building events.
  • Utilize a "problem-solving" mindset to proactively identify and improve/optimize operational efficiency

Education And Relevant Experience

  • Bachelor's degree or higher in Human Resources Management, Business Administration, or a related field
  • Fluent in Mandarin Chinese (written and spoken) and English
  • Experience working in HR functions within a large, multinational organization, preferably in the financial services sector
  • Familiarity with HR information systems (HRIS) and HR technology platforms
  • Experience in developing and implementing DEI initiatives is preferred
  • Familiarity with AI applications in HR is a plus
  • Proactive, with a strong sense of ownership and teamwork, able to collaborate effectively with team members to achieve common goals
  • Excellent organizational, coordination, and execution skills

Functional / Technical Competencies

  • Strong strategic thinking and planning skills, with the ability to develop and execute long-term strategic plans aligned with business objectives and a deep understanding of HR's role in achieving organizational goals
  • Strong communication and stakeholder management skills, with the ability to effectively communicate with all levels of the organization, including senior leadership, employees, and external stakeholders, both in written and orally
  • Strong data analysis and reporting skills
  • Good project management skills, with the ability to manage multiple complex projects simultaneously and deliver results on time and within budget
