The main responsibility of this role is to assist Tenneco locations and functions in China & SE Asia to better understand compliance requirements surrounding exporting, importing, customs, and duty minimization programs.
About the Role
You will provide guidance on compliance matters and will also audit the company's compliance success as well as work closely with our operations team to develop and maintain work practices that ensure trade is conducted compliantly. This role requires a proactive individual with excellent analytical and technical skills, who can navigate customs procedures and interface directly with customs authorities to ensure compliance and optimize trade operations.
Responsibilities
- Ensure the organization complies with all applicable export, import and customs laws and regulations in China & SE Asia.
- Guidance for application and certification for Supply Chain Security Programs (AEO, C-TPAT, etc.). Conduct periodically audits for compliance. Supporting (as needed) external supply chain security program audits.
- Establish a trade compliance culture that ensures that international transactions are conducted legally, including mitigating risk, identifying efficiencies and avoiding operational disruptions.
- Provide guidance to the business on import and export laws and regulations including sanctions compliance, anti-boycott, deemed export, technology transfer, licensing, permits, end-use verification, duty drawback, origin & preferences, free trade agreements, product classification (HTS and ECCN), ADD and other tariff measures, customs valuation, recordkeeping, etc.
- Escalation point for guidance in complex trade compliance or customs matters.
- Identify duties and fees efficiency opportunities, support implementation of measures accordingly and maximize cash recovery/cost avoidance and deferral.
- Draft and work to implement corporate global, regional and national policies, procedures, and work practices designed to ensure full compliance with applicable international trade (import and export) law, sanctions, deemed export, classification, preferential/non-preferential origin, country of origin marking, anti-boycott, dual use, etc.
- Guidance, impact assessments and review of trade compliance obligations for new supply chain flows, including liaison with other departments (e. g. tax and legal).
- Coordination of customs brokers as an escalation point and provide guidance on implementing procedures to support customs broker operations and management.
- Maintaining and supporting a corporate screening process for business partners (vendors/customers). Review for partners that are blocked and involving relevant stakeholders in the organization to ensure review and release authorization.
- Free Trade Agreements/Country of Origin: providing guidance and support to the locations, escalation point. Preferential origin management (qualification determination or guidance (per jurisdiction), maintain proper records, etc.).
- Support of internal and external trade compliance and customs audits including guidance and support in preparation, documentation, and implementation of corrective actions.
- Perform or support periodic internal trade compliance audits, health-checks (internal departments and external trade partners such as distributors, customs brokers, freight forwarders, warehouses, etc.) and risk assessments. Provide recommendations for corrective actions and improvements.
- Assistance with determination of import duties and import requirement analysis.
- Support and guidance on export controls requirements and obligations in coordination with local team/s.
- Regional trade metrics: Data gathering, reporting, analysis and review for efficiency opportunities.
- Support and coordination for responding to allegations of violations & Investigative communications.
- Conduct online and in-person trade compliance for key functional groups within the organization.
Qualifications
- Bachelor's degree in business, Logistics, Operations, Supply Chain or a related discipline, or commensurate experience, required.
- A minimum of 5 years of experience in previous compliance positions required.
- Customs operational knowledge and experience in implementing and managing trade compliance programs.
- Extensive knowledge and familiarity with Harmonized Tariff Schedule product classification, China import and export regulations.
- Preferred: Official Government audit experience.
- Preferred: Experience in working with multinational companies or handling complex global transactions.
- Strong problem solving, analytical, and project management skills.
- Excellent written and verbal communication skills for interaction with internal and external customers.
- Comfortable working in a fast-paced, pressurized environment. Ability to adapt to situational demands of the business in meeting critical deadlines.
- Ability to travel.
