Job Description:
Qualcomm's export compliance department is looking for an English and Chinese bilingual intermediate level export compliance specialist. The ideal candidate has a minimum of three years' experience with US export control regulations and an advanced ability to conduct literature research on companies (trade customers and suppliers) for military end use and user (MEU) due diligence as defined in part 744.21, paragraphs (f) & (g) of the Export Administration Regulations (EAR) set forth by the Department of Commerce Bureau of industry and security (BIS). The specialist will also need to understand the export control classification numbers (ECCN) that are called out in Supplement No. 2 to part 744 of the EAR in order to determine what is subject to the MEU control requirements.
Primary Responsibilities
- Perform denied party screening of business partners using the Trade Export System (TES) and other tools.
- Perform Advanced MEU screening on business partners from China and Hong Kong
- Track, follow-up, and report on partners in the MEU screening process
- Maintain MEU partner database in SharePoint
- Review and process export control assurance forms
- Analyze MEU findings to determine if further action is required
- Determine targeted questions to follow up with business partner based on the MEU findings
- Enter record keeping requirements into the TES.
- Ensure internal reviews of processes, corrective actions, and training is conducted as required
- Read, write, translate Chinese to English
- Research using Chinese websites and use Chinese search engines
- Collaborate and provide feedback on due diligence findings and follow-up strategize
Qualifications
- Knowledge and experiences on Microsoft Team, SharePoint, Database design and management.
- Track records on data mining, analysis, integrity management, auditing, and reporting.
- Desire to advance within the export compliance department and take on additional responsibilities.
- Familiarity with the EAR.
- Additional knowledge of including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC) and International Traffic In Arms Regulations administered by the Department of State Directorate of Defense Trade Controls
- Strong computer skills including ability to research partners and prepare reports in excel, SharePoint, Salesforce, and Trade Export systems, perform spreadsheet calculations, and quickly learn new software tools.
- Strong verbal and written communication skills in both English and Chinese
- Ability to work at both detailed and strategic levels, work calmly under pressure and with frequent interruptions, and display sound judgment.
- Ability to prepare or revise procedures, work instructions, forms, and business flowcharts.
- Formulate and review business documents related to MEU
Minimum Requirements
- Professional level of English and Chinese bilingual in reading, writing, and presentation
- 3 years of recent solid experiences on export compliance, high-tech industry is preferred.
- Bachelor's degree in language art, science, management, finance, engineering, etc. or equivalent.
Minimum Qualifications
- Bachelor's degree.
OR
Associate's degree in Business Administration/Management, International Business, Law, Electronic/Telecom Engineering, or related field and 2+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
OR
High School Diploma or equivalent and 4+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
