工作职责:

Job Title: Assistant HSE Manager – HSBC Account (China)

Location: Shanghai;Mainland China

Reporting To: Regional HSE Lead

Department: Work Dynamics

Job Purpose
Lead the implementation and oversight of HSE programs for the HSBC account in China;ensuring compliance with HSBC H&S policies;local regulations (e.g.;Work Safety Law);and ISO

  • Drive a proactive safety culture;manage risk mitigation;and act as HSE liaison between JLL;HSBC;and subcontractors.Key Responsibilities:

  • Compliance & Legal Oversight

  • Ensure adherence to HSBC H&S Policy;Mandatory Procedures;and Applicable Laws in China.
  • Maintain the legal compliance register and track regulatory updates.
  • Conduct annual H&S legal reviews with HSBC and implement action plans for gaps.
  • Support WE&O team to address any compliance issues.
  • HSE Management System
  • Implement JLL's HSE standards and HSE management system;WE&O Inspection and DRA requirements aligning ISO14001;ISO 45001 and HSBC requirements.
  • Develop and update specific SOPs;risk assessments;and method statements.
  • Manage statutory inspections (e.g.;fire systems;lifts) and document compliance in DART/Corrigo.
  • Incident & Risk Management
  • Lead investigations for JLL/JLL subcontractor incidents; support HSBC-led investigations.
  • Track corrective actions in HSBC CMO and Corrigo;report trends in governance meetings.
  • Conduct Fire Risk Assessments and monitor the progress of emergency drills; update Emergency Response Plans.
  • Subcontractor & Stakeholder Management
  • Conduct thorough subcontractor vetting through SSIP/SCCP processes while enforcing JLL's contractor safety standards
  • Partner with HSBC on joint safety committee initiatives and third-party audit programs (including HSE audits arranged by HSBC)
  • Administer and maintain rigorous Permit-to-Work (PTW) systems with continuous quality assurance
  • Immediately report and recommend "Stop Work" actions for any unsafe practices observed by HSBC vendors
  • Lead annual landlord/BMO compliance surveys across all HSBC premises to identify and mitigate property-related risks
  • Training & Culture
  • Deliver HSBC-mandated training (e.g.;global orientation;site-specific induction);if applicable.
  • Promote safety campaigns (e.g.;Global Safety Month) and monitor PPE compliance.
  • Promote WE&O team actively reporting Good Catches and recommend preventive actions by data analysis.
  • Reporting & Continuous Improvement
  • Provide weekly BI reports on inspection findings;open actions;and closure rates.
  • Share legislative updates in H&S governance meetings; align annual H&S plans with HSBC priorities.

Qualifications & Experience

  • Bachelor's degree in occupational health & safety;Environmental Science;or related field.
  • 8+ years in HSE management;preferably in FM;banking;manufacturing or construction industries in China.
  • Certifications: China Registered Safety Engineer;or equivalent is expected.
  • Expertise in ISO 45001 and local regulations (e.g.;fire safety;contractor control).
  • Fluency in English and Mandarin; Proficiency in common office software and data analysis."
