Senior Procurement Manager / Deputy Director of Procurement Pharmaceutical Industry

Position Summary

Responsible for building and managing the clinical procurement function and processes, leading strategic procurement and supplier management for clinical supplies, medical devices, reagents, and related services. Ensure timely, compliant, and cost-effective delivery of materials under GxP requirements to support R&D and clinical operations.

Key Responsibilities

  • Develop and drive clinical procurement strategy, policies, and processes covering demand identification, tendering/negotiation, contract management, supplier qualification, and performance management.
  • Own end-to-end procurement for clinical trial consumables, reagents, medical devices, laboratory testing services, transportation, and cold chain logistics.
  • Lead supplier selection, qualification, due diligence, and GMP/GSP/ISO compliance assessments; build and maintain a pool of strategic clinical suppliers.
  • Lead major negotiations and framework agreements; optimize pricing, payment terms, service level agreements, and delivery assurance mechanisms.
  • Manage procurement risks including supply disruption, regulatory risk, quality risk, and IP/compliance risk; develop contingency, buffer stock, and alternative sourcing plans to ensure supply continuity.
  • Collaborate closely with clinical operations, QA/RA, R&D, warehousing/logistics, finance, and legal to ensure deliveries meet GCP/regulatory and internal compliance requirements.
  • Establish procurement KPIs (cost savings, on-time delivery, compliance rate, supplier performance) and drive continuous improvement and cost optimization initiatives.
  • Build and develop the procurement team and supply chain capabilities including demand forecasting, category management, supplier development, and implementation of digital procurement tools.

Qualifications

  • Education
    : Bachelor's degree or above in Supply Chain Management, Pharmacy, Life Sciences, Clinical Medicine, Business Administration, or related field; Master's preferred.
  • Experience
    : Minimum 8 years in procurement or supply chain roles; at least 5 years in pharmaceutical, medical device, CRO, or clinical trial-related procurement, category management, or supplier management; people management experience preferred.
  • Industry Knowledge
    : Familiar with clinical trial materials and service categories (clinical consumables, reagents, medical equipment, sample handling, third-party testing, cold-chain logistics) and knowledgeable of GCP, GMP, GSP, and relevant regulations.
  • Skills
    : Strong supplier negotiation and contract management skills; excellent cross-functional communication and project execution; experience in risk management and supply continuity planning; proficient in tendering and cost analysis.
  • Tools
    : Proficient with procurement/ERP systems (e.g., SAP, Oracle, UFIDA) and e-tendering platforms; advanced Excel skills; experience with procurement digitalization projects is a plus.
  • Language
    : Native-level Chinese and fluent English for reading and drafting international contracts and communications.
