The role should take full responsibility for large chemical project site construction management as Owner's representative, ensure high-standard project delivery with strong focus on safety, quality and schedule, support project manager and coordinate with engineering team and procurement team to achieve project objectives.
Construction Management & Coordination (20%)
- Act as the key Owner's representative for construction management, overseeing all on-site construction activities, including CSA and MPEI installation works, pre-commissioning and support commissioning and plant start-up, etc.
- Manage the performance of EPC contractors and sub-contractors, regularly evaluating their safety, quality, and construction progress performance.
- Coordinate communications with government, design teams, and operations departments to ensure seamless construction handover.
- Support constructable review for engineering design.
HSE/Quality/Schedule/Cost Management (60%)
- Lead Quality Supersion Team (Jianli) for construction site safety and quality management.
- Lead the on-site safety culture implementation, enforce a "zero-tolerance" safety policy, and regularly organize safety meetings, hazard inspections, etc.
- Ensure all construction activities comply with the company's HSE standards and Chinese legal requirements, and supervise contractor's quality assurance system.
- Supervise the implementation of contractors' quality plans, review ITP and monitor critical quality inspection processes.
- Spot check contractors' quality dossier, ensuring welding records, material certificates, and inspection reports meet regulation requirement and archive in-time.
- Review construction schedules, support EPC to identify deviations, and drive corrective actions.
- Assist the Project Manager in controlling the project budget, review contractors' progress payment applications, and prevent cost overruns.
Procurement Support (5%)
- Responsible for sub-contractor selection and verification;
- Attend EPC bidding process, technical bid evaluation.
- Change management together with procurement.
Commissioning & Start-up Support (10%)
- Facilitate mechanical completion acceptance, handover and support operation for commissioning and Start-up.
- Support PM to organize government final inspection and acceptance.
Plant Support (5%)
- Support plant for maintenance issues if necessary.
Qualifications
Education
- College's degree or above on mechanical engineering or civil engineering
Experience
- 10+ years of construction management experience in chemical projects, including at least 3 years in an owner-side Construction Manager or similar role.
- Experience with US or European-owned projects (>200MM RMB) is highly preferred.
- Owner and/or EPC project management experience is preferred.
- Project cost estimation/control experience is preferred.
