Mission and Position headline:
The mission of the SHDM PMO head is to deliver the successful launch of the assigned factory and ensure its long-term operational excellence. Acting as the local program lead, this role drives cross-functional execution, embeds enterprise-level governance, and secures compliance with quality, regulatory, and financial standards. The role not only delivers commercial-scale production according to program plans, but also contributes to the factory's ongoing operations, ensuring sustainable performance, customer conversion, and alignment with company's growth strategy in China.
Key tasks and responsibilities:
• Drive day-to-day execution of the SHDM factory program and ensure cross-functional alignment across Manufacturing, Quality, Regulatory, Logistics, Finance, Commercial etc.
• Develop and manage detailed program plans, track progress, risks and report to HQ and China leadership.
• Architect project lifecycle governance – establish standardized methodologies, templates, and KPI systems.
• Establish project governance structures, resourcing, and monitoring processes with periodic updates to leadership.
• Ensure regulatory, quality, and safety compliance for factory set-up, validation, and commercial readiness.
• Monitor project performance against cost, safety, and output targets.
• Design decision-making mechanisms (e.g., Stage-Gate), lead feasibility studies, and ensure project objectives (compliance, quality, cost, timeline) are achieved.
• Ensure strong communication and cooperation with internal and external stakeholders to sustain operational excellence.
• Contribute to daily factory operations and ensure long-term compliance with financial, regulatory, and quality requirements.
• Support continuous improvement, embedding PM frameworks into the factory's operating model.
• Other projects or tasks assigned by superior or the Company.

• Commercial-scale production achieved within defined plans and timelines.

Qualifications and experience:
• At least bachelor's degree in Life Sciences, Engineering, Manufacturing or relevant. PMP or equivalent certification preferred.
• 10 years of program / project management experience in MedTech, pharma, or manufacturing.
• Strong understanding of manufacturing operations, regulatory frameworks, and financial compliance.
• Proven ability or track record in delivering complex programs and establish governance systems.
• Ability to influence and collaborate effectively with internal and external stakeholders.
• Able to lead, align and coordinate across different organizations; high agility in managing change cand driving executions.
• Excellent communication skills in both Chinese and English (written and verbal).
