Strategic Planning & Governance:
- Partner closely with the Chairman and the executive team to contribute to Group R&D strategy development and translate it into a clear, executable project portfolio roadmap.
- Establish and maintain the Group's project management governance framework, standards, processes, and toolkits, ensuring all critical projects operate efficiently under a unified system.
- Lead project prioritization, resource integration, and cross-functional alignment to ensure resources are allocated to the most strategic value-driven projects.
End-to-End Project Management:
- Horizontal Integration:

. - Progress & Quality Drive:
Oversee milestones, budget, quality, and risks for all critical projects, ensuring they advance according to schedule, within budget, and meet quality standards. - Risk & Management:
Establish a proactive risk identification and management system, providing early warnings for potential project issues and leading the development of mitigation strategies.
Operational Excellence & Communication:
- Develop and maintain a Group project management dashboard and reporting system, providing the Chairman and management with accurate, transparent status reports, performance analysis, and decision-support materials on a regular basis.
- Chair key project review meetings, facilitating the resolution of complex cross-functional issues and conflicts to ensure seamless information flow.
- Drive the adoption of project management best practices, knowledge management, and capability building to enhance the Group's overall project management maturity.
Leadership & Development:
- Recruit, mentor, and manage a high-caliber, cross-functional Group PMO team.
- Provide professional guidance, coaching, and support to project managers within business units, fostering a unified culture of project management excellence across the Group.
3. Qualifications & Requirements
Academic Background:
- Mandatory:
A
Ph.D. in Pharmaceutical Sciences, Biology, Chemistry, Medicine, or a related life science field.
An M.D. is also highly desirable. Exceptional candidates with a Master's degree and a proven track record may be considered. - Mandatory:
Deep understanding of the end-to-end drug development process (from target discovery to commercialization), with fundamental knowledge of regulatory environments (GLP, GCP, GMP).
Experience:
- Minimum of 10+ years
of experience within multinational or top-tier biopharmaceutical companies, with
at least 5+ years
of hands-on experience in end-to-end (E2E) management of complex innovative drug projects. - Must have
direct hands-on experience (either in a line or project management role) in
at least two
of the following key areas:
Early Research, CMC, Clinical Development
, with a deep understanding of the third. - Proven track record (5+ years)
of managing cross-functional and multi-disciplinary project teams. Experience in building a corporate or group-level PMO is a significant advantage. - Experience in reporting to C-level executives (Chairman/CEO/CSO) and outstanding communication and influencing skills at the senior management level.
Professional Skills:
- Expert knowledge
of modern project management methodologies (e.g., PMP, PMI, Agile, Critical Path). PMP or similar certification is highly preferred. - Superior analytical skills and financial acumen
